Large police presence in Belgrade (VIDEO, UPDATED*)

Article UPDATED with outcome of the standoff, charges in play

A large law enforcement presence was established on Washburn Avenue in Belgrade, Minnesota, on Monday, November 6 before 7 p.m. At 7:05 p.m., a police officer announced via a squad loudspeaker that an individual in the residence was under arrest, and that they should come out with their hands up. This was not the first such announcement, as the first contact made in this manner was at approximately 6:45 p.m.

"We smell the smoke," the officer said. "And we are not leaving."

As of 7:50 p.m., six squad vehicles were surrounding the house.

Update at 8:45 p.m....almost two hours later, the law enforcement presence has increased by two squad cars. The current total is seven squad units. One of them is a K-9 unit with the Stearns County Sheriff's office. A K-9 officer was seen walking around the house. The home's lights are dark with two exceptions: a back porch light and one upstairs room.

Update at 9:30 p.m....at 9:28 p.m., a deputy with Stearns County announced via loudspeaker that an individual in the house was under arrest, and they were asked to come out of the house. This announcement was repeated two more times across the next half hour. As of 10 p.m., the law enforcement presence was unchanged on Washburn Avenue, and additional squads began staging at the police station in downtown Belgrade.

Update after midnight...at 12:12 a.m., just over 5 hours after the standoff began, the suspect was arrested almost without incident and was walked out of the house in handcuffs to a squad vehicle. A search by law enforcement officers across all three levels of the home took approximately 10 minutes before the individual was led out of the house. The November 9 issue of the Bonanza Valley Voice newspaper will feature additional information on this incident. The newspaper would like to give a shout out to the law enforcement officers involved for their efforts tonight of bringing the suspect into custody in a safe, orderly manner.

Tuesday update: the suspect arrested is Dylan M. Kelley, age 32, who was wanted on multiple warrants. One was based in Mille Lacs County (drugs), one was based in Morrison County (providing false information to a police officer), and another was based in Sherburne County (receiving stolen property). Two warrants were based in Stearns County (drugs and a DWI).

According to neighbors, as many as five children were living in the home, although the number of children there each day or week varied. The property owner is listed as Jenna Kiffmeyer, according to Stearns County property tax records. Neighbors said that they moved to the home in the fall of 2022.
