    The annual Belgrade August Fest celebration starts tonight, Thursday, August 10 with a free community celebration and concert in the city park, brought to the public by the Belgrade Economic Development Authority.     The Kandiyohi County Fair got underway on Wednesday this week at the fairgrounds in Willmar. The key event on Thursday night is the KRA stock car races.
