These officers work under the title of "Strategic Response Group" with the NYPD. It's heartbreaking to watch this happen to the mom and her young son, who appears to be about 5 years old.     A sharp, 84-percent decline in new COVID-19 cases was reported for the zip code areas (city and rural) of Belgrade, Brooten and Elrosa in the December 30 report released by the Minnesota Department of Health. It should be stated up front that a possible explanation, at least one factor in the decline, is that fewer people sought testing over the Christmas weekend.     The No. 1-ranked Belgrade-Brooten-Elrosa Jaguars wrestling team vanquished defending state champion and previously-No. 1-ranked Kimball Area 32-25 on Tuesday, December 21 at Kimball. The Jaguars picked up key wins by decisions at 195 and 220 pounds by Carson Gilbert and Ethan Spanier.     The state government of Minnesota coordinated contact tracing for COVID-19 cases that specifically excluded big-box retailers. State-sponsored surveying asked questions targeting bars, restaurants. salons and gymnasiums.
